Country Based Restrictions PRO is a WooCommerce plugin that lets you control which products, categories, and payment methods are available based on the customer's country. You can restrict individual products, apply bulk rules by category, tag, attribute or shipping class, and block entire countries from your store globally.
Yes. The bulk restriction feature lets you apply country rules across a whole product category, tag, attribute, or shipping class in one step — without editing each product individually.
Yes. You can set country restrictions on individual product variations as well as the parent product.
Yes. You can choose whether restrictions are applied based on the billing address or the shipping address — the setting is configurable from the plugin's general settings.
It can, and it's worth setting up correctly before you go live. Page caching works by serving one saved copy of a page to every visitor. If that copy is served before WooCommerce runs its geolocation check, every visitor sees the same version of your catalog regardless of where they are — and your country rules appear not to work. The fix is built into WooCommerce. Go to WooCommerce > Settings > General > Default customer location and choose "Geolocate (with page caching support)". WooCommerce then appends a country parameter to page URLs so your cache stores a separate copy per country, and CBR sees the right country every time. If you use a CDN such as Cloudflare, also make sure it isn't stripping that parameter or caching the page above WordPress. The same applies to WP Rocket, W3 Total Cache, LiteSpeed, SiteGround Optimizer and WP Fastest Cache — each needs the geolocation parameter and cookies excluded from the cache key. Full per-plugin setup steps are in the documentation, and if your host's caching layer is doing something unusual, priority support will work through it with you.
Geolocation identifies the country a request appears to come from, so a customer connecting through a VPN will be treated as being in the VPN's country. No IP-based restriction system can prevent this. If you need a stronger guarantee for regulatory reasons, combine country restrictions with billing-address validation at checkout.
CBR PRO includes an admin debug mode: preview your own store exactly as a visitor from any country would see it, without a VPN and without touching a live order. Set your rules, switch the preview country, and check each product behaves the way you intended — hidden, visible but unavailable, or blocked at checkout. When you're happy, turn debug mode off. This matters most on stores with legal or licensing restrictions, where a rule that silently fails is far more expensive than one that never shipped.
